Open Letter from the Roma Civil Society of Ukraine

On April 8, we observe International Roma Day. It was on this day in 1971 that the First World Roma Congress was held in London. For the first time, representatives of the Roma community from different countries came together to tell the world: we exist, we are equal, and we deserve respect.

This day is not just about celebration. It is a day of remembrance, dignity, and struggle. A day when we speak of the pain of historical trauma, of ongoing discrimination, of the challenges in preserving our language and culture. At the same time, it is a day of hope — hope that equality and respect will become the foundation of Ukrainian society, where every person matters.

Ukrainian Roma are part of the Ukrainian nation. We have stood side by side in the most difficult moments: from the Maidan to the war against Russian aggression. Roma serve in the Armed Forces, volunteer, and support communities. We do not ask for privileges — we seek justice.

In today’s context, this date takes on special significance. We acknowledge that in recent years Ukraine has taken a number of important steps to protect the rights of national minorities, including Roma. The Roma Integration Strategy until 2030 has been adopted, efforts to document individuals have intensified, and access to administrative services has improved. We are grateful for this. However, the challenges remain significant. Despite numerous state strategies, laws, declarations, and international commitments, real change in Roma communities happens slowly — and in some cases, we observe alarming steps backward.

Ukraine, which has chosen the path to the European Union, must understand: true Europeanness is not just a geopolitical direction — it is the internal acceptance of all its citizens. Roma, like all other national minorities/communities, must be a full-fledged part of Ukrainian society. Not just in reports or official documents, but in real life — with equal access to education, healthcare, social services, and safety. 

Today, as we all dream of victory, it is important to remember: post-war Ukraine must not forget the Roma. The community deserves not pity, but recognition and support.

We believe Ukraine’s future is European. But true Europeanness is not only about geopolitics — it is, first and foremost, about respect for human rights. Ukraine has already shown the world its strength and dignity. Now it is important that all citizens — regardless of ethnic origin — feel equal in the country they are fighting for.

We live in a world where radicalization, xenophobia, and intolerance are increasingly finding political expression. This is a challenge for both Ukraine and the world. There is a danger that far-right forces may prevail in some countries, bringing rhetoric of hatred, bullying, and propaganda. In this context, it is crucial that Ukrainian society sets an example of unity in diversity — particularly through the protection of minority rights. This is not just about Roma — it’s about the values we defend. Because in protecting one group, we protect everyone.

We call upon Ukrainian society, the government, and international partners: supporting Roma is not about a single group. It is about justice, about democracy, and about our shared responsibility for the future. 

We sincerely congratulate the Roma community, as well as all Ukrainians who care about human rights, respect, and equality, on International Roma Day. This is our shared holiday. A celebration of culture, resilience, and hope for a better future — for each and every person in Ukraine.
