About us
Youth Agency for the Advocacy of Roma Culture “ARCA” is a Roma youth non-governmental organization that has been working in the public sector of Ukraine since 2018, focusing its efforts on the development of the Roma youth movement, support and preservation of Roma history and culture, as well as building intercultural dialogue in Ukraine.
Our mission is to promote a positive image of Roma communities in Ukrainian society through education, media, history and culture.

Don't stop: a year of working in uncertain conditions
The past year has been another year of trials, endurance, and responsibility for all of us. Amidst full-scale war, constant uncertainty, and social change, the team at ARKA, the Youth Agency for the Advocacy of Romani Culture, continued to do what it considers its main task: working to strengthen the voice of the Romani community and protect its rights.

Christmas is a holiday of kindness, warmth, and belief in miracles. It is a time when we pause to be with our loved ones, remember what is important, and think about the future. For Roma and Ukrainians, this holiday has much in common: family circle, light in the home, hope in the heart, and dreams that we want to cherish.
Roma rights and the challenges of war: results of a discussion in Berlin
A round table discussion entitled “Roma Inclusion in Focus: Strengthening Partnerships between Ukraine and Germany” was held in Berlin. The main topics of discussion were the rights and needs of Roma in Ukraine, as well as the situation of Roma refugees from Ukraine in Germany. Participants discussed issues of equal participation, combating anti-Gypsyism, access to social and humanitarian programs, and the need to develop sustainable international partnerships.

У черговому випуску подкасту «Ай ту Жянес. А ти знаєш?» — будемо говорити про велику силу — про традиції роду у зимові свята. Про те, як пам’ять і культура тримають громади разом навіть у часи війни. Сьогодні гостями подкасту є двоє надзвичайно цікавих співрозмовників: журналістка Суспільного Мовлення, авторка програми ромською мовою «Романо Джівіпен» Сімона Горняк та ромський правозахисник і пастор із Харкова Микола Бурлуцький.
Європейська хартія регіональних мов: інструмент захисту мовного різноманіття
Європейська хартія регіональних або міноритарних мов часто стає предметом дискусій та непорозумінь. Дехто плутає її з інструментом надання «офіційного статусу» мовам або вбачає у ній політичний інструмент. Насправді, як пояснив у розмові для подкасту «Ай ту Жянес. А ти знаєш?» експерт Постійного форуму ООН з питань корінних народів Сулейман Мамутов, головна мета Хартії — збереження мовного різноманіття як культурного надбання.

Remembering Together: International Summer School on Roma History in Berlin
Берлін, червень 2025 року. З 10 по 15 червня Молодіжна агенція з адвокації ромської культури «АРКА» у співпраці з Товариством народів, що під загрозою провела в Берліні міжнародну літню школу з історії ромів «Пам’ятаючи разом». Проєкт було профінансовано Фондом EVZ та Федеральним міністерством закордонних справ Німеччини в рамках програми YOUNG PEOPLE remember international. Зібравши 12 учасників з різних країн Європи та України, програма надала унікальну можливість вивчати та осмислювати трагічну історію ромів і сінті у ХХ столітті, зокрема геноцид під час Другої світової війни.
Thematic-Narrative Exhibition “The Invisible”
The Invisible. Resilience: Past and Present of the Roma is a thematic-narrative exhibition about the return of visibility. Once muted, Roma voices today speak boldly, distinctly, and with a rightful claim to equality. At the heart of the exhibition is Roma identity as a form of resistance traced through history: from persecution during the genocide of the Roma in World War II to the strength, visibility, and civic engagement of Roma communities in Ukraine today.

Проєкт гуманітарної та освітньої підтримки у Полтавській та Дніпропетровській областях АРКА за підтримки Українського Жіночого Фонду реалізує програму комплексної підтримки ромських громад. Проєкт спрямований на покращення якості життя, доступу до медицини та розширення можливостей для ромських родин, жінок і молоді у Полтавській та Дніпропетровській областях.
