About us
Youth Agency for the Advocacy of Roma Culture “ARCA” is a Roma youth non-governmental organization that has been working in the public sector of Ukraine since 2018, focusing its efforts on the development of the Roma youth movement, support and preservation of Roma history and culture, as well as building intercultural dialogue in Ukraine.
Our mission is to promote a positive image of Roma communities in Ukrainian society through education, media, history and culture.

Invisible. Resilience: The Past and Present of the Roma: An Exhibition Opens in Lviv
On 5 August at 16:00, the Youth Agency for the Advocacy of Roma Culture “ARCA”, in partnership with the National Historical and Memorial Reserve Babyn Yar, the Memorial museum of totalitarian regimes Territory of Terror, and the Ukrainian Center for Holocaust Studies, opens the exhibition: “Invisible. Resilience: The Past and Present of the Roma”.
Accountability and Trust: ARCA’s 2025 Highlights
For the “ARCA” Youth Agency for the Advocacy of Romani Culture, 2025 was a year of increasing the visibility of the Romani community in Ukraine and beyond. Despite the challenges posed by a full-scale war, the team continued to work on human rights advocacy, fostering a culture of remembrance, supporting Romani communities, educating youth, and engaging in international cooperation. We are therefore pleased to present our annual report.

«Місто з рікою»: фестиваль, що об'єднує
У Перемишлі відбувся (з 23 по 26 липня 2026) книжковий фестиваль «Місто з рікою», який щороку збирає відомих польських та українських письменників, репортажистів і культурних діячів. Однією з учасниць була письменниця і репортажистка Єва Райська, яка презентувала книжку «Бахтало. Історії українських ромів». Це збірка художніх репортажів про ромські спільноти в Україні, побудована на реальних історіях людей з різними професіями, досвідом і життєвими шляхами. Єва Райська також взяла участь у дискусії щодо ідентичності і спільнот. Про атмосферу фестивалю, українсько-польський культурний діалог та силу літератури говоримо з Євою Райською у подкасті «Ай ту Жянес. А ти знаєш?».
Romane Dyvesa: фестиваль, який уже майже чотири десятиліття об’єднує ромів Європи
У серпні польський Гожув-Вєлькопольський знову стане місцем, де звучатиме ромська музика різними мовами Європи. Саме тут відбудеться 38-й Міжнародний фестиваль ромських колективів Romane Dyvesa — одна з найстаріших і найавторитетніших мистецьких подій, присвячених ромській культурі. Для багатьох цей фестиваль — не просто концерт чи яскраве шоу. Це місце зустрічі ромів із різних країн, можливість показати багатство своєї культури, передати традиції молодому поколінню та вкотре нагадати Європі, що ромська спадщина є невід’ємною частиною її культурної історії.
Ромські активісти Наталя Томенко та Януш Панченко про фестиваль Khamoro у Празі
У Чехії вже традиційно наприкінці травня відбувся Всесвітній ромський фестиваль Khamoro. Це найбільший у світі професійний фестиваль ромської культури. Із 1999 року захід проходить у Празі за організації Slovo 21 та Studio Production Saga. За майже три десятиліття фестиваль об’єднав понад 250 музичних колективів із 40 країн. Найважливіше завдання цього культурного міжнародного майданчика — популяризація ромського мистецтва та культурного діалогу. Цьогоріч участь у фестивалі взяли і представники Молодіжної агенції з адвокації ромської культури «АРКА» Наталі Томенко і Януш Панченко. В інтерв'ю «Жянес» вони розповіли про найяскравіші враження від фестивалю та важливість цього заходу для суспільства і міжкультурного діалогу.

Fundraising campaign for the project “Preserving the Oral History of the Roma Genocide in Ukraine”
Witnesses to the Roma genocide in Ukraine are among the few people in Europe who have survived two wars on the same land: World War II and today's Russian invasion of Ukraine. Their lives connect history with the present. Supporting these people is not only humanitarian aid, it is an act of justice. The initiative is led by the third generation of Roma witnesses, who care for the generation of their grandparents. The initiative is a manifestation of responsibility, intergenerational solidarity, and living memory.
Safeguarding Oral History of the Genocide of Roma in Ukraine
Safeguarding Oral History of the Genocide of Roma in Ukraine is an ongoing project dedicated to documenting, preserving, and safeguarding the oral histories of Roma genocide survivors in Ukraine. The project focuses on the collection and digitalization of survivor testimonies and the development of a unique methodology for recording oral history under conditions of ongoing war.
Remembering Together: International Summer School on Roma History in Berlin
From June 10 to 15, the Youth Agency for Roma Culture Advocacy (ARCA) in cooperation with the Society for Threatened Peoples hosted the international Summer School on Roma History, “Remembering Together” in Berlin .The project was funded by the EVZ Foundation and the Federal Foreign Office as part of the program YOUNG PEOPLE remember international. Bringing together 12 participants from across Europe and Ukraine, the program offered a unique opportunity to study and reflect on the tragic history of Roma and Sinti in the 20th century, with a particular focus on the genocide during the Second World War.
